Minecraft Map Room Achievement Not Working

I ve already made one 3x3 item frame wall with 9 level 0 maps placed in the correct spots.

They stopped back in. Smallest map you can make on easy survival. In other words not receiving the map room achievement could either be related to using maps with indicators or rotating after placing in the item frame square. Create 8 or 9 maps this varies as to whether or not you lose your first spawned map and a three by three grid of item portraits on a wall somewhere.
